This information is given as an indication of the low drag of the Predator and as a warning as to how quickly VNE can be exceeded.
Your hang glider's Vne should be taken seriously and literally.

The data was obtained using a calibrated air speed indicator with the pitot tube mounted on a probe four feet in front of the nose.  The glider was a PREDATOR 142 with the pilot hooking in at 160 pounds.  The glider's airspeed was recorded by a video camera mounted to view the air speed indicator in flight.
